If the application materials are incomplete or not in conformity with the statutory forms, CAAC Regional Administration shall inform on the spot or give the applicant one-time notice within 5 days to complement all materials required. The application is considered as accepted as of the day when the application documents are received if such notice is not given within the time limit. 第二十六條 Article 26 民航地區(qū)管理局應(yīng)當(dāng)對(duì)外國(guó)經(jīng)營(yíng)人的申請(qǐng)進(jìn)行審查。 CAAC Regional Administration shall examine the application submitted by foreign operator.經(jīng)過(guò)審查，確認(rèn)外國(guó)經(jīng)營(yíng)人符合本規(guī)定第二十三條要求的，由民航地區(qū)管理局為其頒發(fā)定期航線(xiàn)上危險(xiǎn)品航空運(yùn)輸許可。 If the foreign operator is confirmed through examination to the requirements of Article 23 of this Regulation, CAAC Regional Administration shall issue the Dangerous Goods Air Transport Permit on scheduled route to the foreign operator.經(jīng)審查不合格，民航地區(qū)管理局依法做出不予許可決定的，應(yīng)當(dāng)書(shū)面告知外國(guó)經(jīng)營(yíng)人，并說(shuō)明理由。 If the foreign operator is not qualified through examination, CAAC Regional Administration, who has made the decision not to grant the permit in accordance with the laws, shall give written notification to the foreign operator and explain reasons. 第二十七條 Article 27 民航地區(qū)管理局應(yīng)當(dāng)自受理外國(guó)經(jīng)營(yíng)人在外國(guó)地點(diǎn)和中國(guó)地點(diǎn)間的定期航線(xiàn)上運(yùn)輸危險(xiǎn)品的申請(qǐng)之日起二十日內(nèi)做出是否許可的決定。 CAAC Regional Administration shall make the decision on whether to grant permission or not within 20 days from the day when the application by foreign operator for transporting dangerous goods on the scheduled route between a point in the foreign country and a point in China is accepted. 第二十八條 Article 28 外國(guó)經(jīng)營(yíng)人申請(qǐng)?jiān)谕鈬?guó)地點(diǎn)和中國(guó)地點(diǎn)間的不定期飛行時(shí)運(yùn)輸危險(xiǎn)品的，應(yīng)當(dāng)符合下列條件： Application by foreign operator for transporting dangerous goods on non-scheduled operation between a point in the foreign country and a point in China, shall conform to the following conditions: （一）持有所在國(guó)民航主管部門(mén)頒發(fā)的危險(xiǎn)品航空運(yùn)輸許可或者等效文件； |
